United Nations Secretary-General Antonio Guterres has issued an urgent call for a fundamental reform of the UN Security Council, citing a pervasive state of institutional paralysis. During a press conference held on Wednesday, the Secretary-General attributed this stagnation to deepening geopolitical fractures among the world’s major powers, which he argues have rendered the council increasingly unable to fulfill its core mandate of maintaining international peace and security.
Guterres highlighted a disturbing trend where nations that sit on the council are themselves engaged in violations of international law. According to the UN chief, this internal contradiction is a primary driver of the body’s current dysfunction. He emphasized that the existing distribution of power within the council is fundamentally misaligned with the contemporary geopolitical reality, necessitating an immediate and comprehensive structural shift.
Addressing the Middle East Crisis
A significant portion of the Secretary-General’s address focused on the volatile situation in the Middle East. Guterres spoke candidly about the ongoing conflict in Gaza and the West Bank, noting that the international community is witnessing what he describes as ethnic cleansing and a systematic process of annexation. He remained firm in his assessment that long-term stability in the region remains impossible without a clear commitment to a two-state solution.
“Peace cannot be achieved in the Middle East without resolving the Palestinian-Israeli crisis,” Guterres stated during the briefing.
He further criticized the actions of settlers in the West Bank, noting they are often supported by Israeli security forces. For Guterres, the lack of accountability regarding these violations is a testament to the wider failure of international governance mechanisms.
Seeking Resolution in Ukraine
Turning his attention to the ongoing conflict in Ukraine, Guterres expressed his willingness to facilitate trilateral peace talks during the upcoming UN General Assembly. He described the continuation of the war as a source of devastating global economic consequences and reiterated the urgent necessity of reaching a ceasefire agreement.
While the prospects for a diplomatic breakthrough remain complicated by current geopolitical tensions, Guterres stressed that the United Nations stands ready to assist in creating the conditions required for a just and lasting peace. He lamented that the current war continues unabated, further straining the global community.
The Looming Threat of AI
The Secretary-General also addressed the rapid, largely unregulated advancement of artificial intelligence. He warned that the world risks falling into a “race to the bottom” regarding AI development, particularly as global powers compete for technological supremacy. Guterres called for a coordinated global vision to manage these risks effectively.
Echoing warnings from industry leaders like Anthropic CEO Dario Amodei, Guterres noted that the pace of AI capability improvement must be tempered with sufficient safety guardrails. He insisted that the voices of those working on the front lines of AI development must be heard and integrated into international policy frameworks to prevent runaway technology from causing irreparable harm to global security and human rights.
