Saudi Crown Prince Mohammed bin Salman (MBS) is currently in France for a significant two-day state visit, marking a deepening of diplomatic and economic ties between Riyadh and Paris. The visit, which began on Sunday, serves as a platform for President Emmanuel Macron and the Crown Prince to address an ambitious agenda spanning regional security, global energy markets, and expansive commercial collaboration.

The state visit commenced with a high-profile appearance at the closing ceremony of the Esports World Cup. Held in Paris, this event represents a milestone as the first time the global tournament—featuring a diverse array of competitions from chess to digital gaming—has been hosted outside of Saudi Arabia. The event served as a symbolic backdrop to the broader modernization goals currently championed by the Saudi leadership.

Strategic Economic Agreements

Looking toward the primary agenda for Monday, the two leaders are expected to formalize several key agreements focused on health, transport, and energy sectors. Beyond traditional infrastructure, French media outlets have highlighted a particularly notable proposal: the development of a massive Dragon Ball-themed amusement park. Backed by a Saudi investment fund, the project aims to leverage the global popularity of the iconic Japanese manga series.

Valerie Pecresse, President of the Regional Council of Île-de-France, underscored the significance of this cultural and economic endeavor.

“There is a very important meeting at the Elysee today that may result in the signing of this agreement. We are waiting for the signature,”

she stated, emphasizing that the project is envisioned to be on a scale comparable to Disneyland.

Energy Security and Geopolitics

A significant portion of the bilateral discussions is dedicated to regional stability, specifically regarding energy security. With the ongoing conflict between the United States and Israel against Iran, shipping routes have faced significant disruptions. The Strait of Hormuz, a vital artery responsible for moving 20 percent of the world’s oil and natural gas, remains a focal point of concern. Consequently, France and Saudi Arabia are exploring alternative infrastructure, including new pipelines and expanded port networks, to bypass this volatile waterway.

The economic impact of the regional conflict has been profound, as global oil markets reacted to the instability. Prior to the February 28 start of the war, Brent crude hovered near $66 per barrel. As tensions escalated, prices surged to a peak of $119, with current trading values settling around $93. The necessity for reliable supply chains has made these talks with the French government increasingly urgent.

The dialogue between the two leaders extends beyond logistics to include the broader geopolitical crisis surrounding the conflict in Iran. As both nations navigate the consequences of the current bloodshed, the meeting in Paris serves as a crucial venue to harmonize their responses. By strengthening their bilateral relationship, Macron and bin Salman aim to mitigate the economic shockwaves felt across international markets while reinforcing their shared strategic interests.
